Justification for #1...

Using John Rawls' "veil of ignorance" theory, we do not know our own position in society. Thus, we do not know what our age, race, socioeconomic status, etc., is. And so, we must support equitable access to the library, and treatment without bias, for all segments of the population.  Using the utilitarian argument, we must support equitable access and unbiased treatment for all because that leads to the greatest societal happiness.
