Justification for #8...
Under John Rawls' "veil of ignorance," we do not know what segment
of society we come from, rich or poor. Therefore, we do not know whether or not we will be able to afford high fees, fines,
etc. In order to benefit the least advantaged members of society, fees, fines, etc. should be kept at the lowest possible
level. Utilitarians would argue that keeping fees, fines, etc. low benefits society because it keeps the amount of societal
pain to a minimum.
